POLICY PRIORITIES

  • Two key bills that we are proud to support, SB 540 and 541, were passed through the California Senate Energy, Utilities, and Communications Committee on April 21.  SB 541 has now passed out of the Senate Appropriations Committee with a 5-1 vote and is now headed to the Senate floor. 

    SB 540, which passed with a unanimous 17-0 vote, will expand California’s participation in a regional energy market across the Pacific Northwest, lowering costs and accelerating the state's transition to a clean energy future.​ Regional grid management promises increased adaptability and efficiency by decentralizing demands on the system. This also translates to savings for everyday Californians: according to analysis by the Brattle Group, SB 540 could save California ratepayers up to $800 million annually.

     

    This bill represents a major win for grid reliability and clean energy equity, which are central to Deploy Action’s mission. The second bill, SB 541, requires retail energy suppliers to help meet the state’s load-shifting goals. It also mandates that all retail suppliers provide rate data to a central platform so smart devices can automatically shift energy use to cleaner, cheaper times, reducing the load on the grid. SB 541 reflects Deploy Action’s vision of a just energy future, one where utilities are accountable, renewables are prioritized, and all Californians can build a cleaner grid.

  • Deploy Action advocates for policies that improve regional energy market coordination and expand transmission capacity, ensuring efficient and cost-effective electricity delivery across states.

  • We believe that DERs should be properly compensated for their locational value, allowing non-wire alternatives—such as VPPs—to replace costly infrastructure upgrades and reduce grid constraints.

  • At Deploy Action, we push for regulatory changes that allow third-party energy aggregators to access real-time grid data, enabling efficient energy management, consumer savings and grid reliability.

  • Designing clean fleets, charging stations, and cyber security to power the Games and set a global example.
