Arnab Pal

Co-Founder

Arnab Pal is currently the President of Clean Infrastructure Advisors, where he consults for developers, trade associations, and advocacy groups in the clean energy sector both in California and nationally.
He also serves as the CEO of Policy Pulse, an AI – regulatory technology company aimed towards helping energy companies navigate complex regulation and legislation within state legislatures and utility commissions. Arnab previously served as the principal advisor & consultant to Director Shah and the Loan Program Office at the US Department of Energy.

He was previously a senior staffer in the United States Senate where he helped negotiate key energy and climate provisions that led to the passage of the Inflation Reduction Act. In addition to his federal work, Arnab has developed and executed over $1B + decarbonization programs for the State of California with the Center for Sustainable Energy and has also served as a principal resource planner for San Diego Gas and Electric.

Phil Ting

Co-Founder

Phil Ting is the founder of Illum Advisors.  Phil has over 25 years of public sector experience and has developed critical relationships with state government elected leaders and officials in Sacramento.   His comprehensive understanding of government processes and key decision- makers at every level enables him to effectively navigate complex policy landscapes.   In particular, Phil has superior knowledge of the budget process and is considered one of the foremost experts in the state.

Phil Ting served 12 years in the state legislator and was the longest serving Assembly Budget Chair in state history having presided over eight state budget and delivered record funding for education, health care, environment and clean transportation.  As a legislator, Phil championed clean transportation and energy, housing development and affordable housing, educational access, criminal justice reform and gun safety.  Previously, Phil was the Assessor-Recorder in the City and County of San Francisco for almost 8 years and reformed one of the key revenue offices helping increase property tax revenue by hundreds of millions of dollars.  

Seth Jacobson/JCI PR

Co-Founder

Seth Jacobson, founder of JCI PR and is one of the nation’s leading marketing and communications specialists, with more than 25 years of experience in corporate communications, coalition advocacy, and public affairs. He specializes in creating highly effective advocacy programs for companies, governmental agencies, and organizations competing in the new global marketplace.

He has built a global reputation in corporate and non-profit education, advocacy, and media campaigns, including building coalitions around climate change, technology innovation, health management, energy development, and financial literacy. He has executed sophisticated communications, crisis management, and grassroots programs for organizations as diverse as the American Hospitality and Leisure Association, CVS Health, Celanese Corporation, Chevron, Charter Communications, New York University, Energy Upgrade California, Ferrari/Maserati of North America, Google, Intuit, Raytheon and TMobile, among others.

Jamie Nolan

Consultant

Jamie Nolan is an award-winning communications consultant with more than 20 years of experience supporting cleantech startups and clean energy companies as they scale innovative technologies that decarbonize the economy. Her career spans government, nonprofit organizations, and PR firms—including nearly a decade leading her own consultancy.

Of note, Jamie spent nine years supporting the U.S. Department of Energy, holding communications leadership roles in both the Loan Programs Office and the SunShot Initiative. During her time at LPO, she led media strategy for over 50 first-of-a-kind infrastructure projects valued at hundreds of billions of dollars and reformed the office’s reputation as a trusted partner to the private sector.

Jamie shapes major sector narratives and works closely with executives to develop thought leadership that builds credibility and trust. Her work has resulted in hundreds of client placements in top-tier outlets such as The Wall Street Journal, The New York Times, multiple podcasts, and the TIME100 list of the world’s most influential people.

Colleagues and clients describe Jamie as direct, strategic, and resilient under pressure—someone who mentors and empowers others while navigating complex challenges with clarity and focus. She has received numerous industry awards recognizing her leadership and creative communications campaigns.

Jamie holds a B.S. from Radford University and an M.A. in Public Relations from the University of Miami. She lives in Alexandria, Virginia.

James Strange

Consultant

James is a seasoned energy policy expert and attorney with over a decade of experience in regulatory compliance, government engagement, and clean energy advocacy. James Strange got his start in clean energy working for SolarCity in commodities contracting before earning his J.D. and working as an advisor to the Hawaii Green Infrastructure Authority.

After returning to California, James served as associate general counsel for the Center for Sustainable Energy, helping to oversee some of the nation’s largest clean energy and transportation electrification programs. Prior to joining Deploy Action, James directed a committee that oversaw the implementation of community benefits plans for over $60 billion in federal grants for clean energy projects at the United States Department of Energy.

Jigar Shah

Advisor

Jigar Shah is currently a co-host of the Open Circuit podcast from Latitude Media. He is also a part-time Senior Fellow at the World Resources Institute. Most recently, Jigar oversaw the reinvigoration of the Loan Programs Office at the U.S. Department of Energy, where he helped inspire hundreds of entrepreneurs and innovators choose to invest in the USA to onshore manufacturing, innovative project finance, and tribal energy. With more than 25 years of experience in clean energy, he is an expert in project finance, clean technology, and entrepreneurship, as well as a visionary leader and innovator in the field of sustainable infrastructure.

Prior to joining the DOE, Shah co-founded and served as the President of Generate Capital, the leading investment and operating platform for distributed energy storage, microgrids, fuel cells, electric vehicles, and organic waste management. He also founded SunEdison, the inventor of the modern solar-as-a-service industry and served as the founding CEO of the Carbon War Room, a global non-profit founded by Sir Richard Branson to help entrepreneurs address climate change. Shah is the author of Creating Climate Wealth: Unlocking the Impact Economy, a book that outlines his mission to scale the transition to a global clean energy economy.

In 2024, Jigar was named to Time Magazine's 100 Most Influential People of 2024.

Pat Reilly

Advisor

Pat applies creative ideas and action to lead and deploy networks of real people toward actual power and persuasion through story-telling and political organizing. In 2024, Pat led a $10M effort to elevate nonpartisan and Independent candidates, like US Senate candidate Dan Osbourne in Nebraska and Greg Kidd in Northern Nevada, seeking to test and learn how to build issues-based coalitions in conservative places.In 2023, Pat convened cross-sector investors and entrepreneurs innovating new sources of energy with policymakers on how to build renewable data centers and power grids.

Since 2022, Pat has represented Republican and Democratic business and technology leaders to fight for the rule of law and for free and fair elections; she works with best-in-class partners in California and nationally to advocate for responsible and safe AI legislation.

Pat's firm PR & Company worked with dozens of technology and biotech companies, foundations and nonprofits focused on scaling positive social impact and profits. In 2016, Pat sold PR & Company to Fenton, and co-founded Change Research, pioneering modern, affordable data science and polling strategies for candidates and causes.

In one political cycle, Change Research became the pollster of choice for Pod Save America, CNBC, KQED/NPR and dozens of media partners across the US ensuring that even the smallest campaign had access to up-to-the-minute insights.

Pat launched PR & Company after serving in high profile communications roles in Washington, DC at the National Governors' Association and National Women's Political Caucus. Pat came to California as the campaign press secretary for San Francisco Mayor Willie L. Brown, Jr. in 1995.
